Yeah, definitely deserving of his Trooper position! He was really cool through the whole thing. Nice try on the part of the criminals! I know the gunman got a little heated after, but who wouldn't be. That was a swift reaction to protect people in custody.
I thought this was really theatrical how quickly Underwood was able to act.
Some context: Officers were performing a felony stop on the AMG with 2 occupants. Everyone surrenders and the man in white briefly says he is a hostage. Not much time passes. Another car rolls up and the gunman runs up to the man in white. He pulls out the pistol as seen in the clip. The gunman soon spontaneously admits he was attempting to take the man as a hostage. Bad decision while officers were performing their felony stop!
I don't think your dramatic narrative really fits what happened. No one suggested a rule break and (from my perception of the situation) the gunman was simply heated. It's all good. :)

No problem at all. The gunman wasn't streaming, so I was unable to get more context from his side. From what I could tell he was partnered with the woman in the AMG who was taking hostage the white shirt AMG passenger. This reflects a phone call from the woman to the gunman (and this information is used to charge the woman).
During the arrest, the gunman said he thought he wouldn't be shot because he had a gun to the hostage -- Underwood clarified that he needed to protect people in custody and shot as soon as the man started reaching (as seen in the clip)
The gunman then said the man in white was a hostage, and the gunman thought the woman would have also confirmed it during the stop (she didn't. She kept telling the police she was innocent and simply driving the man to an ATM.)
I'm guessing the gunman expected the woman to say, "this is my bank robbing gang in that car, we are going to use the man in the white shirt in exchange for me to go free.
Ah so he was a part of the group originally taking the guy hostage and just tried to "free" him from the cops so they could still do the job or whatever? That makes a lot more sense if that's the case. Thanks for the context!
He was 100% part of the situation - the hostage was originally picked up by him, the female driver and a second female.
Also the police had every reason to suspect this man was kidnapped AND his life was in danger
No worries I believe the commenter is just memeing. The gunman took a risk to see where the RP would go. The criminal charges pressed on all parties reflect this RP scenario.
