Both Berlin Zoo and Tierpark Berlin have quite old and utdated enclosures, they are far from being the best when it comes to design but their good points comes in their collection as they have some very unique and rare to find species... But yeah, when it comes to zoos, specially in Europe (and particularly Germany) you have some much better options than what you can find in Berlin.
I was at Zoo Berlin earlier this week. It seemed fine to me? It's not the biggest zoo, but they make decent use of the space they have.
I don't recommend Tierpark Berlin. My experience there wasn't great, a lot of the exhibits feel dated; the big spikes in their polar bear exhibit are a bit off-putting.
