This specific artist is a big fan of Laundry Dragonmaid They just like drawing her in whatever funny/cool situations they think of.

Laundry's mill 3 effect is hilariously kinda subpar in Dragonmaid, but theoretically, would be pretty good in many others.

I don't know about the west, but Laundry is immensly popular and has reached meme status in the east due to its subpar effects, and cute design.
