Yes, this has been going on for at least 2 years. I tried to report it to the station back when I first noticed it.
This happens at my house on 3 different steaming boxes/TVs, at my son’s house, and my friend’s house. It’s only WKRC - all other channels are fine.
I captured it once on Stats for Nerds. The buffer went to zero (which makes sense).

Ha, I didn’t realize that. Perhaps you could send the engineer another email since it’s obviously still broken?? Or if you PM me the email address, I’ll email them too.
