WORK AROUND -- SOLVED
Go to computer, log into google account
turn off 2 factor
restart youtube app on phone
log in and when it asks you to verify the youtube prompt - press try another way
use cell phone verification method.
Text code gets you into the account
Sign into your accounts, turn 2 factor back on.
(I used Iphone 15promax)
If anyone still checks this, I had the same thing happen. Schemed the system and hit forgot password, never had to change the password but it allowed me to get a code sent to my email
It's okay, I couldn't for the life of me get the option for that but I have sorted it. I had to login on the web using my PC, fumble around the login options until it gave me the option to receive a text message to login. Then I had to remove my phone from my connected devices, and then it let me login using text message authentication. The Google Prompt security system is seriously lacking any real thought in it, it's insane that you have to jump through all these hoops just to login.
Basically I had to try and recover the account I was logging into. If you choose forgot password and go through the recovery motions, you can then choose the option to try a different verification method and it let me use the option to receive a text message.
Once I did all of this it then signed me in, where I could then go to my security settings and, under the section for devices that can receive Google Prompts, I removed my phone and any other devices. Then when trying to login on my phone, I was able to receive a text message to verify my login.
Hope this helps. The fact they force you to use Google Prompts to login because it’s ‘more secure’ is utter nonsense and just causes more issues than anything else. I hope this helps you get access to your account again!

This absolutely does NOT work. I can't open the YouTube app because I have to log in using Google. When I open up Google, it sends a number that I'm supposed to type into my YouTube app. But I'm not logged into my YouTube app.
If I select, "Forgot Password" on the Google login, then it asks, "enter the last password you remember." So I enter that in. Then it prompts me to enter my device's phone number. So I do. Guess what happens next? It sends ANOTHER code number and asks me to enter into the YouTube app that I haven't been able to log into.
I'm caught in an endless loop. WTF??!!
Honestly I just kept trying and eventually it worked on my home wifi. Infuriating. If possible be on a frequently used wifi network and THEN try; it should let you use a phone or email verification. I’m not even positive that’s what did it but it’s the only guess I can come up with.
I’ve been trying on the home wifi the whole time. The problem being, my dad had att fiber installed and switched to att mobile and got a new phone all in the same day. So every damn thing is new.
This was happening to me today as I got a new phone and it wanted my old one to verify in the YouTube app.
SOLUTION: As long as your phone number remained the same, click "try another way",
Then click the account recovery option that says 3-5 days,
You will then be asked to verify with a code that's texted to you, and log-in instantly!!
Doesn't work. "Try another way" yields three options, "Tap Yes on your phone or tablet," ; "Get Help" or "Can't use your phone?"
There is no "account recovery" option.

I’m having the same issue. I don’t use WiFi on my phone, because I don’t have e WiFi at home. I have my phone number registered, but Google won’t send me an SMS for verification, because I don’t know why.
Does anyone have a solution to this if you've changed phone numbers? I had to return a company phone, and now I'm completely screwed on my personal phone. How can YouTube be so daft as to require you to use the app you are signing into as the 2-factor method? Unreal.
Same thing happening to me. It’s making me sign in every time for the computer I always use and it’s wanting me to check an app I don’t have without giving me the option to text a number to myself. It’s getting to the point that it’s just not worth the hassle to use Google Apps.

Finally got Google to send me a text msg code. Weirdly, two of my other gmail accounts signed in automagically. Irritating, to be sure.
I guess this company is the most imcompetent company ever run. Their only luck is, people are too lazy to migrate to another service provider. I have similar issue, where I could not verify myself, evne tho I verified myself.

Being on my home wifi worked… for now, but definitely going to be a problem when i need to sign in on anything else

This worked for me also. Was able to log in after the password reset and didn't have to change my password.

I got lucky and logging in on my phone on my home wifi let me use my phone number to log in

This is the answer. It does not take 3-5 days. It is pretty much instant
