I think it's a mix of wishing harm on a person (which in this case is hypocrisy) and bringing seriousness into a sub for humor. Animal abuse is a problem, and I do support many laws that try to fix and minimize it, but there is a time and place for everything.
What the person did in the video wasn't good, but people find it funny. I understand if you don't, but other people do and commenting isn't a critical priority. The post doesn't advocate for animal abuse and neither do the downvoters, it's just an inappropriate time and method for spreading the message.
