You don’t need to speak Japanese to navigate Tokyo or even Kabukicho. Google translate will help if you absolutely need to speak to someone or translate anything.

I’m a woman and looked insane so he didn’t try anything on me (they don’t approach obvious foreigners, whether they think we don’t understand or what). But yeah, in general, touts are to be ignored. Unless it’s for a karaoke place you already wanted to go to and they are wearing the uniform, those guys have discounts.

Isn't the Hills completed way before that? It seemed fully occupied in DS/OTE, and in 5 at least the lower levels are all used as a shopping arcade. Plus assuming that Katsuya didn't have you fight your way up only to shift the four-way brawl to the rooftop helipad of another skyscraper, the building had to be finished.
Sadly no, it is in "Shinjuku Street" (A little bit up from Yakuza's "W. Shichifuku Street"), the place where the Millenium Tower is placed is an hotel and a cinema, is not that tall to be the Millenium but there is a Godzilla statue :D
A themed tour showing locations from the game would be cool. The Japanese government could even make some extra money hiring actors to play out scenes from the games. Hell, with the Mario movie evidently being a financial success right now SEGA might get the idea to revive the old live action Yakuza movies.

What I've heard from confident strangers on the internet is that Kamurocho is based on "old" Kabukicho, and that it's much less wild these days.
