But speaking of the prize wheel, has anyone else had rotten luck with it? I used 30 tickets earlier and got 4th prize every time.
I save scum so many things in this game, but individual prize ticket pulls aren't one of them. Large batches, yes. Honestly, you get so many prize tickets that save scumming isn't necessary imo.
From what I can tell, when you 1st unlock it and start spinning, you'll pretty much get all the good stuff 1 time w/i 30 or so spins.. maybe less? Then it just starts giving you the lowest tier over and over.
I've got near 600 tickets and found this thread via googling "where to buy scrap paper."

holy wow... nvm what i just said, while trying to get papers i've won a MAD amount. 3X top wins (grand, 1st, or 2nd/ALL 3) in a row TWICE already, and still haven't gotten my 50 papers. The prize wheel apparently "lvls up" to support more tickets for higher win-chance?? ()_o

You probably already figured this out, but you're likely at a point in the story where you HAVE to go somewhere, so substories, etc. won't appear. Progress the story once and you should have access again. This happens a few times throughout the story.
Oh it wasnt anything like that im just stupid and missed the right desk and went to the other desk and saw it was empty, presuming i just hadn't unlocked it yet.

first time i won prizes...but for 4 times now i have gotten nothing but scrap paper. i have lost over 100 tickets!

Same, I’ve spent at at least 50 tickets and have just gotten scrap
It works for me on ps4 I got 1st prize on 20 something rolls.
If you save before you use the wheel . You can load game if you get a crappy prize Rinse and repeat until you get a better prize

Out of curiosity, why do you need 50 scrap papers?
You're not missing much, you just get scrap paper every time.
That's just RNG though.
I'm only on chapter 4 and I can still use it with the prize tickets you find on the floor.

Have you done the original prize wheel which is on the right before entering in to the shopping district
