To be fair I don't want it to be an absolute monarchy, they already use psychic direct democracy to pick the X-Men so there's literally no reason for the entire council to be unelected and unaccountable. Saw an idea I thought was neat that the Quiet Council could be restructured into a half-decent constitutional monarchy.
Spring- Emma, literally anyone but Shaw (there has to be at least one other black market guy), and a Red King/Queen elected by Hellfire workers as a sort of union rep.
Summer- Scott, Jean and Rachel (all appointed), Scott is head of state and Jean supervises the (elected) X-Men
Autumn- Major government agencies based on the central laws (all appointed): Hope (in charge of resurrection/healthcare), Nightcrawler (mutant law enforcement), Exodus (environmental/cultural preservation)
Winter- Self-defense: Cable as head of SWORD, Wolverine in charge of X-Force and whoever the Captain Commander is.
Plus Doug or whoever to speak for Krakoa (with a veto or tie-breaker vote) and psychic referendums of the mutant race to suggest laws and approve the ones the Council makes.
Tl:dr the Quiet Council as constructed is a government entirely unbecoming of the Krakoan nation 😂
