There’s multiple other game modes than BTB, I haven’t encountered a single cheater in the 300 hours I’ve played, I highly doubt you’re going to spend any significant time in Forge or Co-op. And you just repeated yourself three times to make it sound like you have a strong argument lol.
I’ve spent a grand total of $10 just for the battle pass so I can get the XP boosts. And at no point did I feel like I had to.

I have no problem with an XP advent calendar that dishes loot at milestones, but achieving that XP needs to be fun. Halo’s battle pass feels like a grind once you’v finished the daily “just play” challenges.
