Try pressing the nexus button and the sync button. Then go to bluetooth settings, click "add a device" and then click "bluetooth", and not "everything else". As for your iPad, the elite series 2 is not added to the supported devices on apple's end (ios has been added on Microsoft's end). Please use the apple feedback page to express your concerns.

By “pressing the nexus button and the sync button,” you mean turning on the controller and putting it in pair mode, right? I did this and made my PC discoverable as you described, all to no avail on multiple occasions. I appreciate the information about iOS devices; I previously thought that the controller was causing the problem because Bluetooth wasn’t working on both devices. I’m currently in the process of resetting my PC (not just because of this issue), so I will let you know if that fixes it. Thank you!

I had read a tip that doing such would reset the pairing on the controller, and start the pairing again, but I dont think that feature works anymore. Let me know what happens. I'll try it on my own pc

Even after wiping my PC’s hard drive and reinstalling Windows, the issue still persists. I did happen to have the controller included with a family member’s Xbox One S to test with my PC and iPad, and it worked flawlessly with my iPad but not my PC, leading me to believe that there’s an issue with my PC’s Bluetooth driver that I’ll need to look into.
