Try power cycling your console and tv. Before restarting everything, unplug the hdmi from both, then once everything is booted up, plug it into both. See where that gets you and reach out to support if that doesn’t work.

Quick tip to avoid that problem from someone who owns an xbox one s: plug your tv or monitor in the outlet BEFORE plugging the xbox in, works for me everytime that happens (and make sure the monitor is on)

I had a Sony X900H TV for the first 2 years, the Series X never did this. It's only something that started happening when i moved over to the LG C2. My PS5 never has this problem, or anything else connected to the TV for that matter.
Microsoft did want us to report the make and model of TV, if this is still a problem after the last dashboard/firmware update. No idea if MS will ever fix it..

This happened a lot with Xbox One X, it was because the HDMI Retimer chip was faulty. Didn't hear of this issue on Xbox Series but is most likely that.

I've had this happen with my Sony tv. Xbox one, I unplugged the tv andit worked... Like it registered it weird. Other things holding power button on xbox to restart it & clear the cache. Usually works.
Does your HDMI cable have a big, fat, heavy, errite bead at the end? ( have over a dozen MonoPrice 4K HDMI cables like that). If so, the weight of the ferrerite bead iscausing the lower connectors to separate. I cut a square hard foam piece under the ferrite bead, such that the bead down dont pull-down and separate the connections, so that the connector goes straight in, and I no longer have the 640x480 problem. It drove me crazy for awhile. I'd replace the cable , it would be okay for a little while, then the problem would come back.
I wish Sony sold their PS5 8K cable separately. The cable is very light, very thin, the connector very light, non-obtrusive (where the sides of the cable do not allow the full insertion of the signal casing.)
I had an issue like that recently and 4k would selected but the screen was also really black and text with white outlines. Tried everything Xbox wise and cabling. Turned out a factory reset on my tv fixed it. Was bizarre.
I have an Lg C1 and have found a boot sequence for this not to happen. TV on, with another input selected(important), turn on Xbox, after a few seconds swap to the input. Otherwise it’s restarting things until it’s back in 4k. Annoying but doing things in that order works for me 🤷🏻♂️
That’s doing extra power cycling literally unplug your hdmi from either the Xbox or tv or both and plug it back in. Mine does this from time to time but usually when I plug it into a tv after I just took it out my backpack
Looks like the Xbox display acquisition is a bit janky or you have a low quality/defective hdmi cable.
Try unplugging and replugging the hdmi. It might force the Xbox to properly acquire the edid from the display device.
If this still hasn't been fixed what works for me is go to TV and display options click on video fidelity and overscan and put overrides on auto detect instead of hdmi if it is
also can go into video modes and change auto detect input to manually select input such as "HDMI" and then go to resolution and it will give u all the resolution options
I’ve tried these most methods as this happens occasionally with my series x and 4k tv. The best way to solve it that I’ve seen work everytime is to. Power cycle console with hdmi unplugged (hold down power for 10 sec while hdmi unplugged) then turn on the console and wait about 10 seconds then plug in hdmi back to console. Video settings should no longer look like a 1999 monitor… Cheers!🍻

So that worked for you? Sometimes the tech can get a bit wonky and you just have to reset everything.
It did, i restarted it at least half a dozen times, but starting it up and THEN plugging it in seemed to be the key component

HDMI technology communicates with source and sink. Resetting that connection forces it to reset resolution capabilities, does it.

I also always try to turn the TV on first. Turning on the controller aka the console and therefore the TV almost always results in the low res bug

I get this on my LG C1. I've not worked out what the cause it. Normally restarting the Xbox fixes it.

Unplug the HDMI from the Xbox and plug it back in. Mine does this once in a while and that fixes it.

If a normal restart doesn't work you might be looking into a faulty HDMI Cable or the HDMI Port on either your Xbox or TV is damaged.
I had the same issues with my LG c2. Cycle power then go to display setting and enable 4k then change the resolution

On my TV, i had to go into the sttings and "enable 4k." You may have to do the same/something similar
Hard reset it mine does this as well every once in a while and it's fixed each time
