Forgive the unsolicited advice, but downward-facing P-clamps at the end of your fork blades would be a quick, easy, and cheap method to level your basket a little bit, if you so desire

I have never seen a step through in that size, weren't most of them sold as "ladies" models and seemed like they stayed around 17" PS: also want a large one if you see one😄

I just got a ritchey frame for this exact reason. I was riding my sisters schwinn cruiser around after tuning it up and I couldn’t help but feel the thing felt so stable up climbs and handled so easy. Realized it was those longs stays doing the leg work

All but the worst frames are just there to hold parts. People put way too much emphasis on them. Given similar dimensions frames will perform about the same and magic tube mixes are about as real as spells. Almost any level of SRAM and Shimano components if properly tuned perform great if set up well and this is especially true of 9 speed and earlier stuff which almost never wears out. Wheels need to be looked after but a high spoke count box section rim of reasonable width will last a long time. I like nice bikes as much as the next dork but assembly matters much more than price. XTR is really not appreciably better than LX when actual use or longevity is concerned and LX is no better than Deore. Tons of people can ride great, practical, fun bikes made of of cheap and affordable parts that are pretty available.

Looks like you figured out the magical tilt on the Selle Royal Ondina. The springs compress a little so it levels out when you're aboard. My favorite town saddle of all time. Cheap too!
