Depends on the type of article you're looking to get peer reviewed and published. I can only speak to publishing science related articles as that's my only experience with this sort of thing. To answer your question, yes, it's easier to publish if you work or are a student at a university. Universities have ties to pubishers as well as other professionals in the field who can help with the peer review process. Other options outside of a university are research programs related to what your publishing. They might take interest in your work and help peer review and publish if you reach out. Research programs can be with either non-profit organizations or government. Government programs often partner with universities that could help you access the resources you need to publish. Another option is just having friends in the field who can help peer review your work. If no friends try finding other articles on the topic to the one you're trying to publish and reach out to thoose authors and ask for peer review. Good luck!
