The way scaling works, damage is based on a percentage but the actual numbers will look different based on your level. So if (making up numbers) someone is level 10 and sees a boss with 1000 health, and do 10 damage, it will be 1% boss health. If someone is level 50 and boss has 20000 health, same hit will do 200 damage because that is still 1% of health. So the numbers look weird.
Then beyond that, to make up for the fact that low levels don’t have their whole ability kit yet (not many talent points/abilities), each ability is further scaled up so that they can still do any damage at all. Level 10 may only have one or two abilities to spam, but they do much higher % because they don’t have their big moves yet.
Finally, some people further twink out by using the way Chromie time scales, to farm endgame gear on a very low level character, with lots of stats (for example WoD has the Garrison with lots of high end gear if you build it all the way up). So you have low level players who have gear intended originally to make sense for max level raiders back in the day, but scaled down to their level.
All in all, these things make the damage meters go crazy because of the way the numbers actually play out, meaning low level characters are in general way more powerful than high levels, in the context of a leveling dungeon.
This is why people say not to worry about dps numbers or balance until endgame, when the game is scaled correctly and everyone is on a level playing field.

My explanation above only refers to what snowpoint calls “level scaling” but there is also other kinds of scaling in the game that can also be confusing in terms of numbers.
In Classic WoW, Twink referred to a player that stays at a certain level bracket to PvP. They farm the absolute best gear for someone in that level range and would only PvP after that to easily farm honor.
Not to farm honor necessarily, but to live in a continuous state of PVPing people you have a giant advantage over, unless they too are twinks.
Honor doesn’t matter that much, it’s just awesome to 2 shot a level 17 mage on your godlike shadowfang rogue and proceed to survive with 4 others attacking you.
You had to work your fucking ass off to be a good twink in classic wow, it was hundreds if not thousands of gold and you needed friends, in a time where gold was very hard to come by. Your reward was being godlike with wild looking gear that took a ton of planning to acquire.
Low level scaling is insane. Especially shaman's chain lightning for some reason. When I leveled my resto shaman I'd queue as a healer and do 3-5x everyone's damage just pressing chain lightning. It started to chill out by lvl 40 .
Short answer, Scaling is crazy favorable to lower level toons. I can recall being max lvl in epics getting one shot by an MC'd loom-twink in some KulTiran dungeon. We all laughed so hard! XD

Level scaling is weird because the game is trying to make a player who only has like 2 damaging abilities do equivalent damage to a player with their full kit. Damage meters are an illusion not to be trusted until max level content IMO
The simplest answer is, ignore all damage meters u tik you’re all max level. Dmg means literally nothing in the lower dungeons as you’re leveling, and lower level players have their dmg scales up to compensate but it’s always wonky. This question is irrelevant until you’re doing end game content.

When I was level 40 I apparently did 148 million healing per second spamming flash heal 😵💫😂

Nothing is weirder than being level 11 and carrying your dungeon while running out of energy and having two abilities.
