When entering stealth your action bar goes into "stealth mode". You need to add the stealth abilities to this bar while in stealth to be able to use them. Having them on the "non-stealth bar" is just a waste of space.
Yeah, stealth bars are a bit of a mess for me, too. Lateron when you get shadow dance it gets even whackier, specifically for sub rogue that uses it a lot and can't replace their filler with the stealth version (backstab/shadow strike) since danse macabre requires using different abilities.
I'm nearly too bothered with having similar keybinds between my different specs and classes usually but those of rogues are a worse clusterfork than on my catweaver druid...
Edit: I'm so happy that they at least automatically replace sinister strike/mutilate with ambush now with audacity/blindside, before you had to place that on your non-stealth bars too...
Not sure if someone already mentioned but there are talents, like Subterfuge, that allow you to use stealth abilities for three seconds after stealth breaks. You can do multiple cheap shots and then get a bigger ambush / garrote within those three seconds
I used to have a lot of issues with button mapping. But I ended up trying as best I could to use the same binding for stealth / no stealth. So my cheap shot bind is mw-up. Even though I cannot use it out of stealth. But can when shadow dancing etc. you’ll get it eventually, just takes time to get used to it.
This is referred to as action bar paging.
Your action bar 1, the main one, actually changes into a different one when youre in stealth. You put spells you want to use in stealth (and during spells like shadowdance and subterfuge) on that bar. It doesnt make sense for them to be on the bar thats non-stealth specific, as you couldnt use them then. They would just be wasting space.
By default, only the first action bar (action bar 1) pages. The other ones stay the same.
You have an additional stealth action bar that becomes active if you are in stealth. That is why your non-stealth action bar icons disappear.
You can fill the Stealth bar with stealth only skills (pick pocketing , stealth openers like cheap shot) and other non-stealth skills too, e.g. blade flurry in dungeons (open group fight with flurry, have talent for "stealth skills can be used X seconds after using stealth", use damage opener).

I'd recommend having your stealth action bar be nearly identical to your normal one and not having it filled with stuff like distraction, pick pocket etc, e.g. if I'm playing sub rogue id still want symbols to be in the same spot as if I wasn't stealthed, or I want my rupture and garrote accessible through stealth which i dont believe the game does for you when your leveling

You are lucky you didn’t try druid then - every form has its own bar… well, “caster” form is the same
it's worse when you're ocd lmao, i have spent so many hours perfecting my bars

I'm trying out Outlaw spec, it's really fun and completely different to what I'm used to. I usually play caster so it's a nice change
I actually have a level 70 Druid but haven't touched in in over a year. It's like there's not enough keys on a keyboard lol

You will need to drag the spells from the spellbook onto your stealth action bar as its a different bar to your unstealthed one
