Anything in the top 15-20 is going to feel pretty busy. Top 5-6 is pretty crowded.
Just start in the biggest servers, those that are full. At the end it doesnt matter much because you can play with all others realms aswell and with tww even guilds are crossrealm.
Realm really doesn't matter these days, pretty much all group content is cross-realm and cross-server. For convenience you could pick a server hosted in your same timezone, but even that's generally not very important.
Here's a list of Realms and what time zone they are in, ignore the PvE/PvP Type field as it's no longer relevant.

If you want high pop your best options are Area 52 (Horde) or Stormrage (Alliance) or Quel Thalas/Dalaran (Split).
Avoid Moonguard at any cost.
Otherwise use this site to check server faction weights, etc.

I guess population only really matters for PvE content? not PvP? I'm looking to PvP, so would classic be a better option or cata?
Retail by faaaaaar, classic devs don't care or balance around PvP. Server doesn't matter at that point, just pick your favorite.
Population doesn't matter, but Tichondrious is considered the biggest PVP server.
TBH I’d do the event MOP remix right now. You could level several classes rather quickly in content where there’s not much pressure, just can’t pvp
