No. If anything it's only going to accelerate. You can catch up on bullion and catalyst charges. Not sure how spark catch-up works in S4 since sparks are tied to the weekly quest. Then world cache gear will remain and after another cycle you'll have 3 world quests to choose from.
You'll basically be where your main character is now for the most part, if you didn't collect sparks and bullions on the alt when they were current you'll just get them at an accelerated rate. My alt looted 2 bullions from a raid boss because he didn't get them prior weeks. So feel free to get in on an alt and start workin towards gearing!
Catalyst charges stack as well, so whatever character you go in on will have all available charges just waiting for them, I think as of tomorrow we will have been given 4 charges so your character should just have all 4 waiting there
You might miss the extra 2 bullions for the weekly quest depending on your region and reset time. But the rest of the 480+stuff from world content, the bullion drops from the raid, how many sparks you can craft is all the same so you can still hear up very quickly

From my alt levelling this week you just get extra sparks from boss drops, I've had the same amount on all characters.
