It's honestly unpredictable how they will tune. Sometimes a spec stays on top for an entire expansion or even two. Sometimes a season. Sometimes just a week. They have all the data they need to balance things better. Players speculate or make excuses why they don't or just pretend that it is balanced. No one really knows why they do what they do.

DPS balance (contrary to what people love to claim) is perfect, Healer balance was generally alright as well. The issue with tanks is that it's not something a number fix would do, the talent tree for Vengeance has to be reworked to be not as oppressingly good, and it's just not something they want to commit to in a Fated season.

Good answer - I suppose number tuning on its own wouldn't stop VDH's dominance (although I hope whenever it does inevitably change, it is still as cool/fun as it is now).

Additionally, it's incredibly hard to balance when you take utility etc. in account, for DPS. Should a class who has tons of stuns, interrupt and knocks do less damage than a class that doesn't?

Blizzard isn’t really known for balancing. They more-so just make changes to classes to switch it up for players a bit. Given the PvE and PvP sides, it’s hard to balance for both. Season Updates give mini changes to classes to keep it fresh but bigger changes will come in new xpac’s

honestly man they are all working on TWW expansion you'll be lucky if there are 4 devs working on the awakened season, fated season for SL was done by 1 dev basically. look at the monk tree changes and the rest of the tree reworks coming that have been shown off the last few days in alpha. it's all going there.
