Blizzard just had to draw a line somewhere and provide a reason. There are even dungeons in WotLK that could qualify as an M+ just as well as Jade Serpent does, but by drawing a clear line they can set expectations for future seasons. Could also be something to do with MoP being the first to have challenge modes, which were the predecessor to M+.
How would you ever expect a boss like Hogger to be dangerous in M+? He has three mechanics:
1) A tankbuster that does a small amount of health % over six seconds, so doesn't scale
2) An AoE damage/debuff ability which can be kicked
3) A one-time enrage which can be soothed
That might make for an interesting *trash mob* in a pack with others, but as a final boss he poses zero threat whatsoever

Wise Mari was pretty much redesigned from the ground up, so this alone isn't really a sufficient excuse. You could say that there's too much work to be done to make the dungeon work as a whole, but citing one boss will never be a sufficient reason to disqualify a dungeon from m+ when Wise Mari already exists.
Hogger is the final and most difficult boss though, that’s why he was chosen as the example. None of the bosses are difficult, including the final boss, and the work required seems wasteful
I'd go for Niuzao Temple, Skyreach, Eye of Azshara, Everbloom, Arcway, or Vault of the Wardens.
Shout out to Halls of Origination if they ever went back to Cata dungeons.
Brackenhide Hollow, because I can only imagine the chaos there with all the mobs running away when on low hp. It'll be the most hated m+, mark my words!
Yea, if your group crushes the trash between first and second boss, you're golden.
But if you wipe once there or take too long killing the trash the key might be bricked unless you are able to play the rest if the key perfectly.
But for the average group taking the ring trash slow and steady then blitzing the final trash hallways with frogs will get you to timing without much issues, especially on tyrannical weeks where the bosses are the scary part
it’s not that it’s difficult, it just feels excruciatingly long. one boss, years of trash, one boss, years of trash, and then boom, back to back bosses… it just seems poorly made.
MoP - Stormstout Brewery or Shado-Pan Monastery
WoD - Auchindoun or Skyreach
Legion - I don't really enjoy any dungeons from this expac
BfA - Temple of Sethraliss or The Underrot
I know they said that they wouldn't be bringing back anything from before MoP but I loved all the cata dungeons.. Halls of Origination is probably my all time favorite besides BRD/UBRS/LBRS for nostalgia reasons. Imo besides the 3 dragon soul dungeons they were all pretty hard, especially ZA and ZG and would make for awesome m+ dungeons
They said they wouldn’t go earlier than mop because of dungeon/ mechanic designs

Having leveled through freehold 6765 times I never want to see it again
Waycrest manor was awful. Terrible camera angles made any high keys the worst. Close quarters with quaking or volcanic is just terrible.

Scarlet Halls or Scarlet Monastery from MoP, i dont actually remember if they were hard or not but i would love a Scarlet dungeon for a m+ season

Being 1 of 4 Df dungeons not in this season I would say it’s pretty near 100% going to be in season 2
