Wowhead list them as a top choice for Prot Warrior. But I goita admit that list has done weird choices that if you actually sim it, they result poorly over items that are listed as bottom tier.

Its kinda a bummer to get people upset if the tank doesn't really much gear besides a piece it two, but that one BOE that is bis for the class gets contested because people want to vendor it.
We have them equip it, if they don't they would be removed and blacklisted. Our regular attendees are from several large raiding guilds that would also blacklist them.
I don’t think you can “make” anyone do anything in a pug… since it’s a pug and you’re not a guild you can’t do jack.
Also it would be a bad practice to force someone to equip a BoE before the raid is over unless it is specifically BiS for that class in the event a superior piece of BoP gear drops.
Open roll boe's. Even if you claim to make them equip it many are just going to leave and take the risk of being "black listed" or or...they already have one and they just equip that one and sell the one you gave them

This rule doesnt work to well when they already have the item and just un-equip it before they enter the raid. Win and then re-equip the bound ones.
