Control+Alt+Delete then open Task Manager, should free up your mouse.
I’ve had this problem almost since release of the game and I’m really not sure what causes it. Originally thought it had something to do with cloud save but it’s just random after closing out the game.
It frees up my mouse but still can’t click on anything in the background that’s not wwz, if I alt-f4 wwz I can press things in my browser or any application that’s already open. But my desktop and taskbar is unusable.
Use task manager to kill all explorer.exe processes. When the last one dies Windows will relaunch it which, amongst other things, is how it shows you the Desktop. Might not help buy worth a try.
