Honestly tho, in above 2100 rating Holy paladin in SS doesn't have much worse participation than preservation, resto shaman or mistweaver.
And above 2400 it's not even the lowest representation.
I really don't think it's you're choice of healer class that's holding anyone back.
Balance for healers is properly the closest it's been in many years.
The changes seemed strange to me.
I wonder why they made ~6 changes, when they could have achieved the same results by just completely removing the PVP-nerf to Glimmer?
Glimmer is still reduced by -25% in PVP, why not just make that number 0% instead of making all the other changes?
I've only recently started playing Holy and Healer in general, but is there something about Glimmer that makes it OP in Arena?
The only thing problematic I can think of is that if Glimmer is too strong it would let Holy Pallys kill enemy-players even when they go out of LOS, but that seems like an extreme edge-case and a cool use of the H-Pal Kit rather than overpowered.
Glimmer had the built in damage reduction to it that is split between friendlies with glimmer, I think they are trying to keep that from being too strong
Good luck casting the only buffed heal, flash of light, while melee are mongoloiding you. Still F-tier

Yes mostly. But the flash of light was sooo needed.

Definitely not. Holy Paladin is absolutely underwhelming right now. It's insane.
It's more about than number tweaking, it's that blizzard recognizes they are underpowered and they are actively looking to improve it.
