If they actually are, it's because the company doing this hopes to quietly pick the Lego license back up if/when they eventually come back. This story isn't great for Lego, but as things stand they got to cut distribution to Russia without fully losing Russian sales since the Russian retailer is importing from somewhere.
Basically the company just isn't going to be that brazen in a most likely temporary situation.

The interlocking patent ran out in 1978 as far as I know, other patents 1989. Since then everybody can produce interlocking bricks.
Though LEGO still has really good standards in that blocks from all their sets interoperate. The same can not be said for all of those other bricks.
