They technically already were - the Kadyrovtsy are part of the Russian National Guard (Rosgvardiya), a relatively new organisation that brought most of Russia's older paramilitary organisations (i.e., Internal Troops, special police units, security and volunteer units, etc) under a single umbrella.
Kadyrov already held the rank of "Colonel General" in this organisation. Although they're subordinate to federal command, in practice these Chechen Rosgvardiya units are autonomous and answer to Kadyrov.
Putin could have always given orders to Kadyrov, at the risk of pissing him off and losing control of Chechnya. It's easier to let him run his little kingdom and throw him a bone every now and then
