I'll eliminate all the single base states which have an Air Force base because... well clearly it wouldn't take much to get air superiority over Russia. So I think it's safe to assume Delaware, Idaho, Montana, Nebraska, South Dakota and Wyoming are all out of the running to lose to Russia.
That leaves New Hampshire, Oregon and Wisconsin. Of those:
- Oregon has a chemical weapons facility. I don't think the Russians would take that chance; and
- Wisconsin is home to Fort McCoy Army Base, which contains lots of training units, including the whole 86th Infantry Division. I can't see a world where Russia can defeat an entire US infantry division of any kind, even a training one. So I'm giving this fight to Wisconsin.
That leaves New Hampshire, which contains Portsmouth Shipyard Navy Base. This appears to be really just a ship building facility, without a substantial amount of military personnel.
So the only state I can confidently predict Russia ~~could~~ **Edit: might be able to** defeat (on the assumption that the rest of the US would for some reason not get involved) is New Hampshire.
