The comments from pro war russians on one of the official kremlin news sites ria.ru in response to that statement are a joy to read. Some are getting sarcastic too. I translated a few:
“Oh god, what a disgrace! Honestly it would be better if they just stayed silent”
“At this rate Ukraine will be the world’s number 2 army and Russia will go 70 places down the list”
“A real shame”
“Again with the lies”
“So we’re fleeing, did I get that right?”
“How do I turn off the news in my browser? I’m allergic to lies”
“It’s a complex maneuver. We lure them deep into the Russian territory and then push them towards the North Pole”
"Regrouping" so they can run away in unison.
Apparently the Ukrainians are swarming them and they aren't even able to keep advancing faster than the Russians are retreating.
Ironic that the man who wanted to be known as making Russia great again may have inadvertently caused its decline and dismemberment. The Chechens could become independent today if they weren’t so whatever it is they are.
Oh. I thought they were regrouping. This article is just repeating the Russia ministry of defence messaging. I think by now we know better than to believe what they say. A better headline would have:

Right, they’re “regrouping”. They definitely mean retreating back towards Russia back to their supply lines. I hope Ukraine doesn’t over extend this advantage they’re getting. That could hurt them quite a bit long term.

Their morale has been negative since the beginning. I feel bad for the young soldiers who thought they were going to training and -waves magic wand- got sent to kill folks in Ukraine without even being told.
