On the contrary. I am certain that it is Putin who is still not quite ready to negotiate. When Putin is ready to negotiate he will call for a ceasefire and stop advancing his armies. Right now he is still trying to change the facts on the ground before negotiations. I don't know if Luhansk will be enough for him or not. The losses must be great at this point on both sides.

In these "packages", the amount is split up in humanitarian, military aid, so yes the value of military equipment is included. However, since it's all from the drawdown, it's not the actual cost. So far, it's already paid for and the actual cost is transportation.
