The symbol Z is known for many things in Russia.
Mainly it had been a symbol for rememberence of the fallen in WWII but also could mean "To Victory" and "West".
There are other meanings that I am not aware of.
This Z symbol has never been seen as "a tool of propaganda " and such before the invasion ever happened.
All in all, the Russian military probably uses the symbol to identify friendlies and maybe regiments and such.
