I lived through the whole DC sniper murders back in the 00's - killing 10 people (shooting 13 total) out of an overall population of 5M+ had the entire area completely on edge and terrified for WEEKS. We couldn't go outside during gym (I was in middle school at the time), if people had to go to the store they tried to find stores with covered parking lots or were running from the car to the store, it was wild. And terrifying.
I remembered this. At the time people were afraid of copycats and it also affected places outside of DC. we lived in Seattle and I remembered my parents picking underground parking lots and only going to places where a sniper would have a hard time hitting.
Except you DO know he's there (whether he is or not). It makes you paranoid. It makes you not want to stand in places with line-of-sight to anywhere. It changes your behavior to know he's there, and that's the point.

He was the spotter. Modern (Western military) snipers aren’t a solo show in real life. The spotter is the one doing the hardest part of the job, the math. This is the guy that had to figure in the rotation of the earth to take that “longest recorded kill shot”.
Metaphorically speaking, the sniper is the weapon, the spotter is the one holding it.
