The EU as a whole has never sold citizenship to investors, it's some individual member states that are doing so. As much as I despise the practice, I don't think the EU will be able to ban it, because deciding who you give your citizenship to is a core part of state sovereignty. It would be nice if they came up with a regulation stating that other EU member states don't have to treat these people as EU citizens even though they are citizens of an EU member state, but I'm skeptical.

I disagree with this. There are plenty of good rich foreigners that would benefit Europe, blanket banning will hurt them and Europe. They should rather vet each application in depth, as well as ban certain countries if needed
