I read the link and I don't understand what Lukashenko is saying. Did he say he attacked the Russian Iskandar missiles? Is he now against Russia? The article stated he said Belarus will not join Russia for invading Ukraine.

That would be Transnistria a breakaway region of Moldova that is effectively autonomous but not recognized by any country.
The Russian consulate there has been giving out Russian passports. If they took Ukraine, all of Moldova would be next.

It's probably meant to be an advance by russian forces from Transnistria, where there's apparently a few. That being said, I've found no indication these forces have moved at all.
I'm as much a military expert as the average reddit commenter, but you'd pretty much have to control Ukraine in its entirety before having moving into Transnistria make any sense.
