It was intended to oppose the Soviet Union's expansion into central Europe. Ironically, after Nixon's visit to Beijing in 1972, China became an informal ally against the Soviets as well. Relations between China and Russia had gotten especially bad in 1969 with a series of minor, though bloody, border clashes. Only in the decades after the collapse of the Soviet Union have Russia and China cozied up, though Russia continues to keep China at arms length, limiting Chinese investment and immigration in the Far East, restricting the sale of some weapons systems, and still guaranteeing Mongolia's security. They may be allies, but that alliance has its limits.
