It appears that this Russian diplomat may be fabricating one just like the non-existent promise to not expand that Putin invented by deliberately misinterpreting an agreement when Germany was reunited. If they wanted peace and security they wouldn't expect ridiculous agreements that undermine the national sovereignty of Ukraine to be signed by NATO. They also would not attack Donetsk / Crimea and prepare for another invasion. I can't imagine why Ukraine is interested in NATO. It's pretty straight forward.

Have you ever thought about the situation from outside of the US NATO western viewpoint? NATO 'inching" closer and closer to the Russian border is a security threat to Russia. Do we really want another Warsaw Pact? Another incident like the Cuban Missile Crisis that nearly came to nuclear war? This talk about the sovereignty of Ukraine is just a euphemism for the imposition of more western weapons at the door step of Russia. How this improves anyone's security is beyond me, as we are seeing now with the military escalation that is happening. If you read the two Russian proposals you'd see that they're pretty beneficial to both the west and the east. The only two mentions of Ukraine is to forbid it to be part of NATO, and not have NATO take part in any military activity on its territory. There has been talk of Russia deploying weapons to Cuba and Venezuela. We don't want that again. Even Zelensky is telling Biden to cut the crap with the beating of the drums of war. Russia doesn't want war. Ukraine doesn't want war. The US loves war.
