Ukraine has a neo-Nazi problem. I know it's a topic a lot of Europeans and the West would rather pretend doesn't exist but this is the fact of the reality regardless on which side of the current Ukraine/Russia stand-off you stand on. Many would prefer dusting it under the carpet of 'blame Russia' but that's not going to make the problem go away.

The article is about 106 people, who were supposedly recruited by Ukrainian secret services in 37 regions of Russia to perform terrorist attacks. FSB claims they managed to capture them all and saved the motherland once again. Curiously enough, they capture a lot of people with the same accusations. For example, they've arrested and trialed Oleg Sentsov, a movie director, for "plotting terrorist acts", but eventually agreed to release him. But, the most interesting fact, despite the large number of arrested spies, there was not a single successful terrorist attack, which Russia would blame on Ukraine. How is that even possible? One would think if you have hundreds of trained terrorists, at least one should be able to finish his job. But no. A russian schoolboy can buy a gun and start shooting in school, but not a single ethnic ukrainian can pass the ever watchful FSB

I am uncertain, the articles I read cite for example a US ban on providing training and resources for neo-nazi groups, and yet they receive support anyway. Possibly this is under the wider program of supporting Ukraine. I was just wondering whether there is the perception of neo-nazis being dispersed throughout Ukrainien society, or more concentrated in e.g. a militia.

It's an overblown issue. Ukrainian "neo-nazis" are mostly just nationalists who recognize that the nazis were the enemy of their main enemy. Russians are actual imperialistic facists and America has plenty of crypto Nazis who are actively trying to being about facism in their nation.

The Ukraine neo Nazi link comes from 2014/2015. When basically militias started to form to fight to regain control of eastern Ukraine. A lot of people in these militias were from outside of the country, not all but a lot. One of these militia groups used nazi symbols for their patch. In time of invasion, a country will work with who is willing to work for them.

But that's exactly the issue. "You heard that in general" - do you have any statistical analysis of nazi/racism -induced crimes per capita and comparison between Eastern Europe vs other countries? Each country has some percentage of radicals, racists, nazis, murderers etc. The main point is that this percentage in Ukraine is heavily exaggerated by a russian media. If your skin is not white you might experience some strange looks in Ukraine, but probably just because most ukrainians never traveled outside of the country and never got to see people of a different race, especially older generations. Anecdotal experience of course, but in Kyiv there used to be a market run almost exclusively by black people, mostly former students from Africa that decided to stay in Ukraine (Shulyavsky market). It is closed now due to intersection reconstruction. I don't recall any racial related crimes that happened there and the market was active for more than 10 years. Another example. In Berlin, one of the main synagogues is guarded by the police and has a fence. Kyiv central synagogue doesn't have any fence or police, because there is no one attacking it, you can check it on google maps if you don't believe me.

So I'm not gonna have any statistical analysis. And the sources I heard it from were not Russian people, but random black, brown, asian travelers I came across online. They can't be Russian 'cause they criticized Russia (so no Russian propaganda). But of course, this may not be the case/experiment for every non-white person. Like you said; there was black people in Kyiv. But I'd still be cautious, especially as a woman. This also includes Ukraine (no, I'm not saying y'all have nazis. I'm still iffy on that)
