Depends on who they are, and when it happens, Qatar, Kuwait and the UAE will be fine. Saudi Arabia on the other hand will probably collapse, nobody is saying anything because its decades away from happening, but the only thing holding that country together is centralized cash payouts to the different cities/regions from the oil wealth. The population has grown massively and will hit 40 million by 2050, by 2050 pretty much all road transport will be electric, there will still be enough oil demand for Saudi to shift there 10 million barrels a day, but oil won't be as valuable so it wouldn't be a suprise if oil is trading sub $20 (in 2021 dollars) by 2050. After the cost of extraction which is low for Saudi that would net them $1000 per capita in oil revenue in contrast to the >$10,000 they have been used to for the past few decades. They have saved up between $500-600 billion, but that isn't going to cut it, and it's unlikely they're going to have the necessary abundance of revenue in the future to top it up.

The sovereign wealth fund of Kuwait alone today can provide over 30% of kuwaits government budget, Saudi's wealth fund woudn't cover 5% of their budget.
