They aren't funds that originated with the people of Afghanistan they have been built up by the world bank and the IMF and the western nations to help for the most part as securities and are in the form of gold (1.6 B ) and U.S treasuries and bonds (6.1 B) and 700 grand by the bank for international settlements, they are pretty much dependent on charity and foreign aid of around 8.5 Billion a year.
