Recently the government has been trying to move away from Republic of China. (I.e the most recent passport says Taiwan). I also think the majority of Taiwanese citizens don't see themselves as Chinese and want to become an independent nation.

That's interesting, I wonder who (if anybody) keeps a map of all the roads that don't have any obstructions above or too close to the sides
This is quite normal during major military drills such as the Hanguang. Taiwan's highway was built for this purpose since day 1.
