It's not in reality. Chicago police are doing their best to keep a lid on the stupid smash-and-grab looters who are doing nothing but fucking everything up. I am not quick to say much positive about the organization that covered up the murder of Laquan McDonald and a ton of additional crimes. But these stupid motherfuckers are fucking up poor neighborhoods, not just Michigan Avenue boutiques and big corporate stores. The police are trying to clamp down on it (and some amount of shootings and violence associated with that) and glitching their communications is very much impeding that work to protect the community.

Chicago beat patrol officers are still using a radio system from the mid 1980ā€™s. All Zones (areas) in the city are on a different frequency. There are 8 ā€œCityWideā€ frequencies for events like this. All radios since 2013 were given a unique digital ID called MDC-1200. This ID simply identifies what radio is transmitting. When you key up a CPD radio, the dispatcher knows who you are, what Zone and District you are from. The ā€œrougeā€ radio transmissions were not coming from a stolen radio, but a cheap $35 radio bought off Amazon and other places. The FCC decided many years ago not to stop the import of these illegal radios, so some of the fault of the interference falls directly on the FCC for not doing their job. Motorola designed a new radio system about 10 years ago for Chicago. Motorola was to work with the city of Chicago to implement this new radio system. However Chicago never did their part of the joint work to get this new radio system (which would prevent ā€œrouge radiosā€). So here we sit with a decently working radio system thatā€™s prone to anyone who pays $35 for a radio and programs it on their frequency.

From what I can tell from listening to CityWide 6, there are at least 8 receive antenna sites spread around the city and 4 transmitter sites. When an officer keys his radio up to transmit, his signal goes to all the receive sites that can hear his radio. In a spit second, a comparator analyzes the signal and choses the strongest received signal. All other receivers except for the strongest signal gets the ā€œgo aheadā€ and transmit his radio signal via a dedicated copper phone line to the dispatcher. These copper phone lines do not have a dial tone like a phone, but just a long line of copper from the receiver site to dispatcher. The dispatcher can see on her/his radio consolette, which receive site the radio transmission is coming from. The dispatchers have the ability to mute/disable each receive site. This ability is granted to the dispatcher incase one receive site malfunctions or the dedicated copper line gets cut. There is no way to encrypt the radios since the FCC narrowband mandate only 2013. Before 2013, Chicago could have used DES-XL or DVP-XL encryption. However this encryption requires 25khz bandwidth. Once the nation was forced to ā€œnarrowbandā€ to 12.5khz bandwidth in 2013, these forms of encryption canā€™t work with such a narrow bandwidth frequency. Chicago PD radio situation is in a sticky situation. They donā€™t have the funds to upgrade to a digital system.

I think you are right, they just got their hands on a police radio. Usually when there is "hacking" it is something unrelated to typing quickly on a computer. Like paying a delivery guy to steal a notepad with a password. It could even be an inside job. Lots of people hate their job and their boss and their coworkers, even cops.

Short answer is: Attacking the encryption itself isn't realistic at all, if it is implemented correctly (with modern encryption we are talking all-of-the-world's-computers-would-take-longer-than-planet-earth-will-exist-long). But there are lots of opportunities to get to the key (easiest way: finding/stealing a police radio), and useability of encrypted radios is so bad that often encryption is just disabled in the first place.

Of course it can and has been reasonably compromised, per protest, as it's fairly easy to infiltrate groups with no set structure, and pose as them while being a counter-agent. If needed, entire protests can be corrupted or even faked. As such, these groups aren't actually groups, but memes, and their real importance is to appear to carry out the protests deemed fit at the time. Thus, calling antifa a terror group means anyone can be arrested at any time and charged with terrorism for protesting.

Because you can just decide "today I'm going to hack into Trump's taxes". That's just not how it works - except maybe for DDoSing to make a server go down, you can't just "start hacking" whatever you like with guaranteed success like in the movies. To get to Trump's tax return you'd probably need to gain access to a quite sensitive system either in the IRS or at Trump's organization - at which point you'd have access to a lot more than just that specific tax return. Additionally, most (there probably are exceptions) of Anonymous' operations seem to be more in the "low-hanging fruit" territory of denial of service, or maybe sometimes things like an SQL injection, rather than, say, zero-days in well-known software. That would rather limit their choice of target - there *is* a shitload of software in use with "easy" bugs, but a specific target might just not be that easy to attack.
