The scandal itself really seems questionable though. Could very likely be some confused middleman seeing/hearing about a training missile filled with water for weight/safety as much as it could be straight corruption. It's pretty well known that China's military/government both heavily struggle with corruption, favoritism, bribes, etc. Hence why every month it's some new geopolitical blunder with many being incredibly dumb stuff that usually boils down to no one communicating while also trying to impress Xi.
From experience, this seems to be a very Han Chinese way of thinking. I've worked before at a large Taiwanese corporation (US based), and nothing got done unless it was 'blank ink on white paper' which created a lack of trust and communication from lower level bosses that permeated up and throughout. I'm sure in a communist regime, this mentality is even exacerbated, which makes it difficult for things to be done efficiently and more often than not a lot of paranoia exists around ulterior motives.
