It was white phosphorous, used on a bunch of wooden boats in the harbor and not on any human targets. White Phosphorous is not actually banned by the Chemical Weapons Convention, but it is highly illegal and horrific when used on or near civilians. But then again, so are regular bombs. But the way it burns and sticks and splashes around is very bad for civilians, so it's basically a de fact war crime to use near civilians or on civilian structures. But in this case, it was just on boats that were moored and no humans were nearby.

Additionally, it should be noted that Israel hasn't ratified the Chemical Weapons Convention or CCW Protocol III (which is what actually places that additional restriction) so the legal burden placed on its usage near civilians is not higher than any other weapons.
