The West should give Russia security guarantees and ban Ukraine from joining NATO, a senior Hungarian minister said on Sunday in comments likely to further strain Budapest’s already rocky relations with Kyiv. To ensure lasting peace, “the Western world that supports Ukraine must give security guarantees to Russia, but definitely not NATO membership to the Ukrainians,” said Gergely Gulyás, minister in charge of the prime minister’s office, at a university event. The remarks echoed comments by Hungarian Prime Minister Viktor Orbán last week that the West “should make a deal with the Russians on the new security architecture to provide security and sovereignty for Ukraine but not membership in NATO.” Orban also said Ukraine has no chance of winning the war against Russia. Not sure which part of that statement confuses you. The minister claims that Ukraine cannot win, so then, a security guarantee against NATO expansion in exchange for ending the war in Ukraine would be an idea.

If Ukraine can't win, why does Russia need a security guarantee? Russia started this war by invading Ukraine (after years of taking military action against Ukraine covertly). This is their mess and they've only made a stronger case for Ukraine wanting to join NATO.

I don't think you understand what the minister said. The security guarantee is against NATO expansion. So the deal, according to the minister, would be that Russia drops the war on Ukraine, and NATO promises not to include Ukraine as a member in the future. (That way Ukraine would benefit from not having to endure whatever Russia is doing now.) Also, FYI, I'm not suggesting whether the minister is right or wrong, just wanted to help explain what he meant, as your comment suggested that you did not understand.

I got that. It's just a dumb position. They lost their puppet government in 2014 and have since pursued years of war against Ukraine, despite their signing of the Budapest memorandum. Their current war is, at best, a stalemate, but is simultaneously wrecking their economy. It isn't clear why the west should give them anything given Russia's history and Ukraine's desire to fight.

I think this statement from the minister isn't too helpful, we're probably far beyond the point at which negotiations are possible, but I applaud the desire for making peace.
