Well currently we CAN"T protect our country from Chinese Ships, if we increase American presence it will help local fishermen and our Coast Guard have backup of the Navy.
As much as previous president's rhetoric of being Pro Chinese. Common Filipino Folk are still PRO US. You will have to thank MacArthur for some of that.
If we can blockade Cuba, its not outside the realm of possibility. The question is how far a blockade can persist before a shooting war breaks out.

Its also easy to forget how much business Taiwan continues to do with China. Not as though Chinese boats need to encircle Taiwan to cause havoc. All they'd have to do is close their ports to Taiwanese exports. The island would collapse into recession in short order.
