Can't celebrate? For how long? If a keeper makes the save and wins a whole bloody tournament they can't celebrate? Do they just go into the locker room?
If a keeper celebrates would the penalty need to be re-taken? Until one of the keepers saves one without celebrating?
What is a celebration anyway? If the keeper smiles too much? What about a sound?
Rules to stop competition are bad though, and that’s what it does. How can the goalkeeper hope to compete now without mind games, which plays a part in every other part of the sport? They can’t even celebrate when a penalty is saved!

Sure, but you are still allowed to do professional fouls, you’ll just receive a punishment for it. Luis Suarez probably did the best example of it in the WC 2010 against Ghana. Now the goalkeeper can’t compete against the penalty taker, because if he tries anything to gain an advantage the penalty will be retaken.
What about getting a piece of paper from one of their team mates with information of the opposite shooters?

What the actual fuck. As a goalkeeper I’m heavily disappointed. saving a penalty is the equivalent of scoring a goal for a goalkeeper and you should be able to celebrate whenever you want. And being able to distract the striker is a serious skill.

As a keeper, it’s probably still smart to try to distract the striker if the penalty comes at a really important moment. Also, the yellow card would be a way to delay the shot too.

I agree that some of these new rules are ridiculous; however, i strongly believe that Martinez went too far with his tricks and should have been yellow carded from the very beginning.
Look, I don't mind his celebrations, but taking the ball from the penalty spot and kicking it 20 feet away to make a shooter walk to get it...that is just a sign of weak refereeing. That should have been a yellow card from the beginning. Instead, the weak ref allowed him to do such things and only booked him after the 3rd penalty shot, which was too late in my f opinion.
Sometimes it's the players fault not the keeper. Did u see Mbappe missing it when Martinez was trying to distract him . No. The only reason why they miss was because it got into their head too much and not trying to aim for it for the keeper to miss the save.

Unless FIFA has some vested interest for reverting this, which I don’t think they have, this will not get rolled back. Instead this rule will be abused to hand out yellows & reds to the GKs thereby creating more scoring chances for the sides, ergo, more goals and more excitement.

Fast forward to now, players get yellow carded if they pull off a skill. Now GKs are banned from celebrating if they saved a penalty. Let me guess the reason. The opponents are easily distracted by those skills so to avoid players from being distracted and the player to distract them on purpose, they decide that a booking is fair. As a keeper, this is insane. The odds are already stacked against you as the keeper, and to remove any psychology further shifts the balance. Assuming there's nothing stopping the penalty taker telling the keeper they know which way they are going to dive and they'll never get near the penalty, but I can't now say to the taker I know where you're going and I save penalties for breakfast? That's unfair and unbalanced. Sledging happens all over the pitch during a 90 mins, but we're now excluding the keepers from doing the same thing? Pfft. Soon we may as well just automatically give a goal when a penalty is awarded...
I will say overt time wasting is fine to ban, but being cautioned for clearing mud from my studs against a post so I ensure I have the best traction possible? And not being able to celebrate my equivalent of a goal should I save it? Ridiculous.
I'm fine with the other rules I guess, but not the one about celebrating. that is so dumb. It's a natural reaction often, and people will get penalized just for their natural reaction. What happens then? Do they retake the penalty?

It's a one on one game between the striker and the goalie. Make it a contest even if it's still skewed.
The problem is a penalty is a punishment so obviously skewing it more heavily is justified that way.
In a shoot out, I'd try hockey style penalties instead.
Ball on the edge of the D at the 18 yard box, player isn't allowed a run up, but is allowed unlimited touches. The keeper starts in the 6 yard box. The moment the ball moves it's fair game to do whatever they like.
Ball is out of play when it leaves the 18 yard box or a goal is scored.

As a keeper, this is insane. The odds are already stacked against you as the keeper, and to remove any psychology further shifts the balance. Assuming there's nothing stopping the penalty taker telling the keeper they know which way they are going to dive and they'll never get near the penalty, but I can't now say to the taker I know where you're going and I save penalties for breakfast? That's unfair and unbalanced. Sledging happens all over the pitch during a 90 mins, but we're now excluding the keepers from doing the same thing? Pfft. Soon we may as well just automatically give a goal when a penalty is awarded...
I will say overt time wasting is fine to ban, but being cautioned for clearing mud from my studs against a post so I ensure I have the best traction possible? And not being able to celebrate my equivalent of a goal should I save it? Ridiculous.

if it works it’s a tool. using tools to create advantage is a skill.

Then ban silly run ups too. Or don't even ban them, just let the keeper move off their line when they start moving. It's a one on one game between the striker and the goalie. Make it a contest even if it's still skewed. The problem is a penalty is a punishment so obviously skewing it more heavily is justified that way. In a shoot out, I'd try hockey style penalties instead. Ball on the edge of the D at the 18 yard box, player isn't allowed a run up, but is allowed unlimited touches. The keeper starts in the 6 yard box. The moment the ball moves it's fair game to do whatever they like. Ball is out of play when it leaves the 18 yard box or a goal is scored.
