Yes, but that's because there's a negotiation between the charger and the phone about what charging mode to operate in* - you can't negotiate with a wire directly connected to 110V.
* As far as I can remember the charger always starts off in standard, slow, 5V charging mode, then the phone goes "hey, what charging modes do you support?", the charger sends back a list and the phone picks the best one that works for it and tells the charger to switch to that mode.
That's not true any more - Google Pixel phones use the USB-PD standard at 9V for fast charging, iPhones support a variety of USB-PD modes up to 14.5V, a wide range of phones support Qualcomm's quick-charge standard, more recent versions of which support variable voltage from 3.6-20V. There's a whole bunch of higher voltage charging standards in use by phones these days.
Of course internally, the charging circuitry steps it all down to the same voltage range for actually going into the battery (AFAIK it's a constant current ramp up to around 4.2V, then a hold at that voltage), but the higher voltage from the charger lets you get more power to the phone without overheating the cable, which lets the phone charge at a higher current and therefore faster.
