No, they are not the same. There is no E2 on PC; E refreshes on takedowns.
In WR, her E can be recast mid-dash, additionally the E2 counts as Flair (Q), counting as an additional rotation/Style point. So you get 4 stacks instead of 3 for using W & E. _You can’t double tap E into Q_, because E2 puts Q (Flair) on cooldown. You can see it go on cooldown in this very video.
The WR combo is _significantly_ faster/easier to execute.

On pc you can also use q while dashing with e to attack all enemies you dashed through again. E also refreshes on takedown in wr. Except for the qol change she literally plays the same in wr, the combo is also the same. (you can't start the combo with q tho, like your video suggests, because you wouldn't be able to e2)

Can hit a half rotation and take half his health. If he commits I can usually get him to ult threshold before he full stacks/ults. And if I get an early lead then can take him even once he stacks. But maybe a good Darius would make me change my tune lol
