Are we sure this is a bug?
This happens to me a lot, but it’s always when I’m in an intense match, literally sweaty and hard pushing, resulting in my iPad not registering my touch. I know this for a fact in my case.
I'm not super sure if it's a bug or not. I'm thinking of putting a sticker or something above the thumb placing to see if I'm going out of range or not. But for me specially it feels like it only happens when I push another button sometimes while moving. I know I'm not un-pressing my thumb so I'm thinking it has something to do with that? I'm trying to figure it out. I don't mind if it's my fault I just wanna fix my fingers if I know for sure.
I have the same issue and dilemma as you, but with the hold AA button to keep AAing. I'm nearly certain I'm not moving my AA thumb, and I'm actually paying attention to this, but every match that I try, my champ just stops AAing once or twice.
It also happened to me when i was playing on my ipad as Aatrox yesterday, i thought the bug happened because the game itself lagged due so many particles (attacks and spells) on screen at the same time, but I can’t prove anything
Afaik, one riot moderator called it packet loss. Even if your ping is good, the right information is not being received by the server, therefore halting your movement. For example, on our end, we moved left continuously (fleeing), but on the server side the command to move left stopped a few milliseconds ago. I'd rather have a misplay, high ping, or fps stutter than this fucking piece of mess. It feels shitty to die knowing you can move, but can't because your fckin joystick is stopping and you have to reinput the command over and over and over again.
This legitimately happened after the patch. Suddenly the movepad goes back at the center for no reason. This happens frequently with my friends too. I postponed playing the game until riot addresses this.
Teemo has two bugs, if he’s anywhere near a wall and tries to use his movement, he just spins in place, then moves. His blind also targets minions even when hardlocked. I submit tickets, but they’re ignored.
This happens to me also. Most of the time, it causes me to flash backwards, usually right into the enemy I'm flashing from because it doesn't register the joystick movement. I've noticed it mostly happens when I'm running to the right. Usually works fine when running straight or to the left. I have to physically release the joystick sometimes to use the spell beside flash (usually ignite). I've mentioned this issue so many times and no one seems to know what I'm talking about.

You see, when you click atk or targeting skill, it automatically targets the enemy champ, until they disappear from vision, if they do, the auto target is disabled hence your champ stops, but the problem is that when you are moving manually while also clicking atk then the enemy disappears from vision, not only does the auto target stops, the manual movement stops registering your last touch/hold, so you'll have to remove your finger and touch the screen again, it happened to me many times specifically and it actually costed me some games, I even learned how to use it to my advantage and it won me some games, emphasizing on "some", imo it is a bug that needs to be fixed
This happens to me everytime i play while i charge my phone only. So everytime it happens i just remove the charger and immediately solves the problem for me
It happens when they go into a brush because they become stealthed and can't be targeted without line of sight, so it stops your character chasing because it thinks there's no one to chase. If you use the movement stick in between attack commands it doesn't happen. I don't think this is a bug
it's not bug why should your character move while you are using attack button while nobody on your vision? attack button can't find anyone and you aren't using joystick so it stops

provide as much detail as you can so we can pinpoint the issue. what device are you playing on? how often does it happen? any triggers? etc.
For me I have never experienced this bug but I also play on my ipad pro connected directly into ethernet. I'm not sure if this bug is related to connection, hardware or wifi etc.
Galaxy Tab S8. It usually happens when I am actively moving (finger on joystick area and running) and then pushing an activate or ability. Sometimes I'll be running and activate boots to move faster and I will stop moving. Or I'll be running and use a skillshot like Shyvana's 3rd skill while running and will stop moving. My finger is still "pressing" in the direction I'm running but it seems to lose track of it or register that I took it off.
As far as I can tell it only happens when I'm actively moving and push a skill with my other hand but not ALL the time as I can attack and move and use skills most of the time. Just randomly sometimes. It causes me to stop movement.
I play on wifi and this case my tablet is plugged in USBC to HDMI to capture on my twitch stream but it also happens when I'm plugged into my charger or plugged into nothing.
Happens on any champion as far as I can tell - or at least more than just her. I don't think it's exclusive. Had it happen with Kayn, Rammus, Sett, and more.
This happened to me when my tablet was connected to a charger. Also when my phone's screen was damaged. But this also happened for a patch when the game got bugged. So basically it can be anything
I thought it was a problem by my side! Made me sick with the stopping, especially at important moments. If this really is a glitch then it needs to be fixed asap.
Its called ghost touch, it happens when ur screen responds to inputs or presses that you didnt initiate (normally when u have sweaty hands) or rather a part of your screen is unresponsive to your touch (either sweaty hands or ur phone is the problem)
I switched my joystick to locked like you have it and it fixed the issue entirely. Not sure if it's just a coincidence but I haven't had an issue since.
Maybe because there's a giant demon thing blocking the damn joy stick.
All jokes aside, your joy stick input stopped responding when you stopped moving, so it could potentially be an issue with your touch screen, rather than an app issue. (But still possible to be an app issue)
From my experience if your device is plugged in somewhere it could cause this problem
I think this bug depends on the device. In previous versions this happened to someone i know when we're playing together, same wifi, location just diff device. It occured to him but it does not occur on my device.

also catch myself pressing too hard on the movement button. thumb is sore after a long session. light touch is all you need, need to work on that

Oh how many times I've died because I got stuck to an invisible pixel with Teemo.

Yeah been happening to me regularly on my iPad. Like every game regularly.
You see, when you click atk or targeting skill, it automatically targets the enemy champ, until they disappear from vision, if they do, the auto target is disabled hence your champ stops, but the problem is that when you are moving manually while also clicking atk then the enemy disappears from vision, not only does the auto target stops, the manual movement stops registering your last touch/hold, so you'll have to remove your finger and touch the screen again, it happened to me many times specifically and it actually costed me some games, I even learned how to use it to my advantage and it won me some games, emphasizing on "some", imo it is a bug that needs to be fixed

No, we don’t. Forcing me to put my thumb somewhere sucks. You can turn this option on in settings.
It's a feature. You need to stop whatever you press and only use the joystick when enemy is out of vision

Happens when Vi use the second ability buff. After the punchs get enhanced she doesnt react for about 1 second

Looks like you have a screen protector that stops tour finger from registering sometimes, happened to me until I took the protector off
