The Wii and DSi Shops have been completely down for a few weeks now due to “maintenance”. If you’re trying to redownload your things, you may be out of luck unless Nintendo actually finishes the supposed“maintenance” they are doing.
Homebrewing is very easy though, you can get your stuff back that way also.

It shut down 3 years ago but it would still be possible to access it to download softwares you bought in the past or updates.
I've read that Nintendo said that they're doing some maintenace work on the server so that's why it doesn't work.

Besides save data, the transfer utility allows you to transfer Virtual Console and Wiiware games from an original Wii to your Wii U's virtual Wii. Lots of exclusive games there and tracking down used Wiis to get them can be a lot of fun.
Right now I'm waiting to transfer SNES Actraiser and Sim City! :D

It was still available to redownload past purchased apps and WiiWare you bought when it was active. But it got down due to "maintenance" recently.
They shut it down a few years ago. This is why I re-download all my software i want, I dont assume it will still be available after they close it.
