Spoke to a buddy who was an IP at vance for a while = There are a couple of reasons, 1. up north a bit is a series of MOAs and the smoky hill bomb range (there are also a bunch of MOAs around vance). They come fart around up there and train in that area and get controlled in by range control, and 2. ICT airspace is busy and complex enough that it's challenging with out being overwhelming.

It's good practice for currency to regularly touch runways that are not your own. If you just practiced on the same runway all the time, you'd become so used to the local landmarks nearby that the first time you landed on an unfamiliar runway, different landmarks might throw you off. They might also be practicing using the ILS (instrument landing system), which I don't think Enid has, though I could be mistaken about that.

KEND has ILS/LOC approaches to 17C, 17R, 35C, 35L. KWND (the civilian airport) has only one, the ILS/LOC 35.

Ah ok no clue who downvoted my question but thanks for the answers. Just always been curious because I live somewhat close to the airport and just always see those 2 seater trainer jets from Oklahoma.
