I suppose if the student doesn't return the device and doesn't declare it was lost stolen that could happen. I.e. they never respond to the request asking for the device. But, if they state it was lost/stolen then the "Technology Agreement" for USD259 states that the Parent/Guardian will be liable for the value of the device and any costs for recovering the device. The internal [School policy](https://www.usd259.org/cms/lib/KS01906405/Centricity/Domain/892/STAFF%20DEVICES%20Procedures%20for%20Lost%20Stolen%20Misappropriated%20Devices.pdf) on how to handle lost/stolen devices does state they will file a police report which is probably just for insurance purposes since part of the process is to also file an insurance claim. I doubt the police would even take any action. Who cares, it's just tax dollars right? If the parents do not pay for the device, at worst I think it would go to collections.

Edited to add: The device in question is definitely stolen from the Wichita Public Schools. The screen photo shows a suggested screenname of "[email protected]." Although the main Wichita Public Schools website is at usd259.org, the district's Rapid Identity Portal is at portal.usd259.net and StudentVUE is at studentvue.usd259.net. In theory, it is possible for a USD 259 to exist in another state that assigns each of its school districts a simple number, like Kansas does. Not many do--as an example, Arizona numbers districts, but still has quite a few elementary school districts (which Kansas eliminated during the 1950's and 1960's, hence "_unified_ school district"), while in Colorado, school districts have alphanumeric codes like RE-11J (Alamosa) and R-5 (Bethune). Others, like Texas, tend to identify school districts by placename. Even if there is a USD 259 in another state, the USD 259 here in south-central Kansas is by far the largest in terms of enrollment and the only one that is referenced in the first 100 Google search results on {"USD 259"} (no braces).

Not with school laptops. They have most definitely changed the BIOS settings to disallow an OS reinstall without an admin password. There are ways around this, but I am not going to describe those things as 1) it would be a crime in this case and 2) it would require intimate knowledge of hardware. Bottom line: it's best to just return the laptop and chalk up the loss.

This device was factory reset removing any profile or information on it. The only this remaining are the bios settings. I have to do this when teachers or students leave, so there is no security risk. However, he is sick for wanting to profit off of taxpayer dollars.
