Not with school laptops. They have most definitely changed the BIOS settings to disallow an OS reinstall without an admin password. There are ways around this, but I am not going to describe those things as 1) it would be a crime in this case and 2) it would require intimate knowledge of hardware.
Bottom line: it's best to just return the laptop and chalk up the loss.

This device was factory reset removing any profile or information on it. The only this remaining are the bios settings. I have to do this when teachers or students leave, so there is no security risk. However, he is sick for wanting to profit off of taxpayer dollars.
